Mexico Tells Towns, States: Stop Putting Up Virus Roadblocks and Curfews

The department said in a statement that such measures violate constitutional rights like the right to free movement, and argued that local governments don’t have the authority to enact them.

“The health emergency does not constitute a state of emergency or suspension of rights,” the department wrote.

Several articles out there.

I hope this means we can move around freely again. We would love to go fishing or do some non essential shopping.

Other than some of the announcements about cancelled events the rest is as clear as mud to me. I get that there will be testing started at some point soon on the Sonoyta highway stop, to allow entry, back to work permission, and free access but what about the other 40,000 of us lonesome strangers still here? N ??

This sounds promising we may reopen sooner then later....

Kiko Munro delivery first quick tests for Coronavirus Covid-19 + A first batch of 400 arrives and 2 thousand more are coming + When tested and negative, residents and visitors will be able to move to the health fence Mayor Kiko Munro reported that with the aim of declaring Puerto Peñasco municipality free of Coronavirus Covid-19, the first 400 quick tests were delivered to detect that disease. The President of Puerto Peñasco revealed that another 2 thousand more tests are on the way, which will start tentatively used this week, to reaffirm the work to keep this municipality healthy. Kiko Munro explained that the first 400 exams will be free and will apply to people of Peñasco who present some symptoms compatible with Coronavirus, to channel suspicious cases in a more timely manner to their hospital care. He added that the other 2 thousand tests, which are coming, which will have a symbolic cost, are meant to be applied in the Peñasco-Sonoyta access filter of the sanitary fence, for everyone, asymptomatic or symptomatic, who wants to enter and check so it doesn't come contaminated with the pandemic. In all cases, he exposed, the quick tests will be applied by Red Cross's first responder Covid-19 Unit, and in the case of those that will be used in the access health filter, it will be that benemerita institution that copper the cost of the test, to generate a revolving fund that will continue to acquire more of these exams. " We make the first investment and make it available to Red Cross, and they will be practicing these tests to those who wish to enter the municipality, either because they were outside the health fence even when they are residents; but also to that visit that, even, intends to come and vacation in Puerto Peñasco and do it safely, because with the test they will be able to prove that they do not have the presence of the virus ", he explained. Kiko Munro added that these quick tests will be applied in Hotels, restaurants and other tourist industry businesses, so that their employees can practice and guarantee so they are not infected. The Mayor stressed that the goal is for Puerto Peñasco to be declared a free municipality of Covid-19, and therefore these strategies are implemented, which have proven to be effective in other parts of the world. The President of Puerto Peñasco said to ignore if other municipalities in Sonora are also using quick tests of Coronavirus detection, but undoubtedly, it is something that will help reactivate in a scientific and safe way, in terms of public health the economic activity that so necessary becomes for Puerto Peñasquenses citizens. He announced that this Tuesday, in virtual meeting with Governor Claudia Pavlovich and other mayors of the entity, in which these prevention and control systems will be informed, in addition to the low statistics of Coronavirus in the municipality, it will be proposed that it will be proposed allow gradually releasing economic and school activities, to name a few, from, if possible, the first week of May. " It is not up to me this decision, but I believe we have sacrificed and made the effort, government and society, to maintain order, control, public health and therefore deserve that consideration to restore everyday life with the normal we are used to ", he stressed. Kiko Munro said that every passing day Puerto Peñasco is closer to the release of this health emergency and closer to achieving the goal of having the least possible cases and, with it, aspire that you can transit this pandemic without any death, to confirm that Peñasco stands out for working together, society and government. Oscar Castro Castro, holder of the Municipal Health Coordination, said that the arrival of quick tests for Coronavirus Covid-19 represent safety and tranquility for Puerto Peñasco. He made it clear that having these exams is certain which patients have to be attended; it can be reconfirmed that already healed cases and their contacts are free from the virus; and, in addition, the possibility of starting to let residents enter the port they couldn't do it.

Date of reopening coming soon....

At a virtual meeting held on April 28th with Sonora Governor Claudia Pavlovich, along with mayors from across the state and Government Secretaries, Puerto Peñasco mayor Ernesto Kiko Munro proposed a date be defined for the gradual reopening of economic and social activities in Sonora and municipalities. He also urged that Puerto Peñasco be considered as a municipality free of Covid-19
.

The mayor explained the Sonora Health and Safety Board still has to meet to begin defining a date or term to begin reactivating certain parts of social and economic life. At the State Board meeting, which is still pending, the diverse proposals will be addressed, which the mayor hopes will be received favorably by the state authorities.

The mayor further detailed, with respect to the rapid tests for detection of Covid-19 that are now being done in Puerto Peñasco, these meet the norms and protocols of the World Health Organization and the United Nations.

In a state Press Release following the virtual meeting with mayors and state officials, Governor Claudia Pavlovich highlighted, following coordinated work of residents and authorities, as a whole the state is 51% below numbers of Covid-19 cases initially projected for the end of April for Sonora.

While 57 of Sonora’s 72 municipalities are free of any Covid-19 cases, the Governor noted it is not time to let down our guard as the peak in Sonora is expected the second part of May, particularly between May 10th – 20th. State Public Safety Secretary David Anaya Cooley told the mayors, “with respect to the pandemic, I ask you to see May 20th as the challenge, to accomplish what you have achieved thus far, to provide calm to our families.”

From March 16th, when Covid-19 was first detected in Sonora, to April 28th, there have been: Confirmed Covid-19 cases: 267, Deaths: 31, Recovered: 42, Overall tests: 1253

The majority of the Covid-19 cases have been in San Luis Rio Colorado (131), followed by Hermosilo (55), Huatabamo (17), Cajeme (16), Nogales (12), Caborca (8), Guaymas (7), Navojoa (6), Magdalena and Saric with 4 each, Opedepe and Etchojoa with 2 each, and one confirmed case in each of the cities of Agua Prieta, General Plutarco Elias Calles (Sonoyta), and Puerto Peñasco

Cholla Bay 4 Life
I'm not selfish enough to demand shit re-open. I definitely miss not being able to visit Cholla Bay right now. My hope would be that we get one trip in before July. That would be enough to satisfy this thirst. The last 3 years, from SuperBowl weekend to Mid June I have gotten down to CB 6 times each year respectively. I hit the spring months hard! Last year we had two, two trip months. Then we put RP on layaway until Labor Day or October. Usually never go in December or January and then BOOM! February - June like I'm FM3 SON!

This morning we were expecting a visit from Hacienda del Sol to perform maintenance on blinds they installed and measure for blinds in another room. The truck was stopped at a police checkpoint and turned around. Also we heard from acquaintances who are building a house down the street. Their crew (from out of town) got arrested a few days ago for ignoring the shut down orders. Acquaintances had to bail them out of jail.

Did they let you into town last night through the big checkpoint just south of the overpass?

We don't have to go through that- checkpoint because we turn at the Caborca highway,so Miramar and Dorada homeowners can get to their homes. That is the only checkpoint to get to town or to LC or Encanto

Heading South towards Peñasco, As I understand it the police road block is on the south side of the bridge. If so is it possible for me to head south and take the Caborca freeway out to Miramar and miss the police altogether?

Just one entrance into town, even miners buses can't get through that east side entrance or either, I personally wouldn't attempt it, they will turn you back like everyone else.
