Jerry, A guy in Lajolla owns the system. Not sure the cost. There is ove 300 houses/lots etc in Encanto. Only one meter per house unless you have a detached Apt/Villa/Casita you buy another meter. I think some of the other places in and around Encanto is coming on board for electric also.
