I read a post from FB that the Border hours might be changing to 6am-10pm. Here is a copy of the post. I hope it's true.

The mayor of Puerto Peñasco, Jorge Pivac Carrillo, announced a few moments ago that in consideration of the request made to the Customs and Border Protection Office of Lukeville, Arizona, will extend the schedule for border crossing on holidays os to operate from 6:00 in the morning to 10:00 in the night.
Pivac Carrillo thanked CBP director in Lukeville, Arizona, Peter J. Bachelier this schedule modification that will benefit tourism and residents of Puerto Peñasco and Sonoyta for a greater margin of crossing and return time as well as avoiding long queues on the days of greater influx of vehicle transit.
