If you look at the info on the National Hurricane Center it doesn't seem like Normal will get this far north with any force. I cannot find any long range forecasts that show rain here.

Damage is estimated at USD 15 billion. The feds have no means to provide aid anywhere close to that, and insurance companies can't stretch that far. How this pans out is anyone's guess.
