I didn't get a real good gist of what this was all about from the article. Were they only going to issue so many licenses or something? Lost in translation...

I saw the parking lot filled with pangas so I knew they were pissed again about something. I was really impressed that every fishing panga in town was able to be crammed into the parking lot. Now that was some parking skills!

I'm also impressed when the can make 10 parking spaces into 5 without even trying.

Yeah....used to love it when I was trying to park my truck/trailer after launching the jetskis in the harbor.....that is, when the parking/launching was free.....
