My guess would be the water is testing unsafe. Could be from a number of reason, but in walking the beaches I have smelled sewage many times and in some locations it is consistent.
It is very rocky there and I could envision small children being knocked over and hitting their heads on the rocks. In the US you would think of liability what with no life guards.
