Looking at the cost of the Boat itself new of course and the average price of the outboard with all the accessories, it's probably a fare deal.
Based off a 2006 Kit,
Cost: with motor, air pump, repair kit, tool kit, manuals; $1500. U.S.
And that's with a 2hp @ 5500 RPm motor.
