Top Mexican drug lord Joaquin "El Chapo" Guzman, head of the powerful Sinaloa Cartel, has escaped from a maximum security prison for the second time, Mexican officials said as they launched a manhunt.

Mexico's criminal justice system is a disaster from top to bottom. The problems are in design as well as execution. That includes their laws, courts, prisons, police and governing bodies that oversee all of it. Maybe this latest escape will generate enough embarrassment and outrage to get produce an increment of progress.
