Cost of Electricity

Man I've searched all over and I can't find a decent answer. We are debating buying a condo down there and moving there from Phoenix. My 1800 sq ft house here had it's worst month last summer at 2000kwh. If RP is now in zone 1F and you stay under 2500kwh you avoid getting into the penalty zone right? I'm assuming a 1200 sq ft condo with common walls on all but the front and back would provide some decent insulation. So what's the story from those of you who live there how bad are the summer bills? I'll say I like it about 76 in the house during the summer. A worst bill and best bill of the year would be really helpful if you don't mind sharing.

RP and all over Mexico electric costs are tiered as far as I remember it goes like this.
0-600kw is 8 cents.
600-1500kw is 16 cents
1500kw and up is 31 cents,
I haven't seen a bill that reflects
1F zone, I will look over the next few days for my latest bill

I haven't seen those exact amounts but those may be summer rates as the 2016 table I was looking at said summer rates were higher. In looking at a copy of a CFE bill then if you in theory used a full 2000kw in a month you'd have:

600 @ 8 cents (the basic level)
then the next 900 @ 16 cents
and the last 500 @31 cents so you'd have:

$48+144+155=$347 plus taxes etc.

The numbers I had for 2016 were:

0-300kw @ .04
300-1200 @ .05
over 1200 @ .15

And as long as you don't go over 2500 averaged over 12 months you stay out of DAC? Do I have this mostly correct?

I believe so, but there are different KW levels for the summer months vs the winter. I am sure the top tier is 30+ cents per KW.

1800-4000
4000+
I attached a copy of my bill, but I don't use much electricity (not there enough) It cost me $5.70 or .044 per KW for 2 months.

I was talking to a local friend who said that an agreement to lower the summer KW costs of the low and 2 middle tiers
was signed last month so we will see what that does.

That bill was for 17 days of stay at our house. Maybe 1 day of using the A/C and 5 days of running power tools as we were re-tiling our house.
Even running the A/C (1- 2 ton mini split, a 6000 btu window unit and an electric water heater ) we average 25-30KW per day during the warmer months.

But during the 3 hot and humid months we are at 40KW per day. My largest bill from CFE was for $60 when we were there 20 days and ran the A/C
we actually jumped into the 2 tier.

My last bill still shows zone 1E, but a lower KW charge is supposed to happen soon.

Puerto Peñasco is in the 1E zone, that tariff will not change thru the year, the tariffs are based on the summer temps for the area, so it will change by state or area but will not change in one area from season to season, it is permanent.

Something is very wrong with my last bill as you can see. We spent maybe 15 days at the casa during the time period and never used A/C. We also sell back power through their bi-directional meter and it seems to be working fine. Based on our past few bills, as you can see, it is obviously way out of whack. $4,070 pesos is crazy. That compares to $879 pesos a year ago.Has anyone ever had CFE read the meter incorrectly? Can one have it re-read?
