Miramar, I'm assuming your permanent Mexican residency card puts you in a different position from sport fishermen and other tourists. I'll be curious if you're asked to show your residency card immediately when you cross the border. Would be grateful for a report on what experiences you have and at what points along the way you have them.

From the Washington Post today:
Essential cross-border workers like healthcare professionals, airline crews and truck drivers are still permitted to cross. Truck drivers are critical as they move food and medical goods in both directions. Much of Canada’s food supply comes from or via the U.S.

Americans who are returning to America and Canadians who are returning to Canada are also exempted from the border closure.


I believe the rest of us are shut out of the country at least until June 20. If so, I would expect someone like myself, who does not meet the above criteria or own property in Mexico, to be turned around immediately by the first officials I meet after getting the green light at the border. Apparently that's not the case. What kind of border closure is that?

Advice from a contact in Puerto Lobos: Drive from Sonoyta through Caborca and expect to be looked at hard at a major check point along the way. Don't have anything in your vehicle (fishing rods, etc.) suggesting you've come down to have fun.
Looks like things are heating up on the COSTERA... you still like the odds in LOBOS? As long as I live, I'm in!

Audsley, we've never been asked to show our permanent resident card when entering Mexico. We're planning on leaving (depends on work) in a few hours so I'll let you know what happens crossing the border and leaving Sonoyta to Miramar.

It is mentioned that this Monday the thermal cameras would be installed to start receiving the residents.

They are asking us about the quick tests, whether they will have any costs and about the entry of visitors. ... We don't know all the answers at this time.

(Puerto Penasco) As for the 2,000 tests that the municipal government was going to buy and collect 1,800 pesos, the order was apparently cancelled.

Instead they will apply thermal thermometer to the tourist or visitor, and in case of showing fever will be applied quick tests of the 400 that are already here, which are free and their result is immediate.

If the positive result persists, the visitor will not be allowed in and they will be advised to return to their place of origin to be treated.

If even with a fever it is negative for covid in the rapid test, you will be suggested to treat the problem caused by your fever.

If you are a resident of Puerto Peñasco and test positive, you will be sent for your recovery and medical observation to a hotel in Puerto Peñasco which is being specially enabled for that, where you must pay half the cost of the room.

As well, samples will be taken to confirm the result of the rapid test by sending them to the state lab.

Covid-19 tests conducted at visitors' places of origin are not supported.

Currently, we understand that domestic or foreign residents are not allowed entry until they quarantine the outskirts of the city, opting to ask for accommodation in various external locations and ranches near the filter, such as the Hacienda de Cortés fractionation. Camp-breed Lomas, etc.

Tourists and visitors are expected to be received from June 16 if no complications arise. The health filter and the sanitizing tunnel (or disinfectant) will continue to function at least until that day, depending on the evolution of the pandemic,

The beaches are closed by federal regulations. They will be opened when authorized by the Government of Mexico.
That's likely to happen after June 16 with health measures, but it's not safe. Nothing is certain, because it is as a result of the evolution of the pandemic.


Basic schools will no longer open for the remainder of this school calendar. Students will finish their cycle at home. In general, higher schools are not calling students to take entrance exams.

Anyone who is caught dealing with people to put them into the city because of the gaps evading the flter will be prosecuted.

As far as it's been reported, no passenger trucks are entering the city.

The municipal government resumed work in its premises, while taking the necessary health measures. The opening of state and federal government offices are subject to the decision of these levels of government.

Non-suppliers wishing to enter goods into the city cannot enter, but may deliver them to their recipients in the filter, in the opinion of those responsible for the operation. They are advised to consult before doing so

May 25th - Puerto Peñasco Municipal Health Coordinator Dr. Oscar Castro announced on the program Ahora Noticias on La Reyna Del Mar Radio this morning considerations that would allow full-time residents (with proof of ID, and coming to remain at their homes - i.e. not for vacation) to return to the city prior to Phase III of the city's reopening plan (anticipated for June 16th). HOWEVER, this will not go into effect until thermal cameras are set up at the northern entrance to... town (NOT YET) and is strictly meant to "help reunite families that are Peñasco residents, who for one reason or another were not all in Puerto Peñasco when the roadblock measures initially went into effect." Additional clarification on details to come as to entry process once the thermal cameras are in place as there will be a 10 day window for Puerto Peñasco full-time residents to return home (under strict health protocols). So who's taking bets how long the line/wait will be at this thermo scan checkpoint north of town when RP reopens for visitors? Be it June 16 or another day. This is the part I was worried about. Mexico isn't really the ideal model for organization. I fear that future trips will be 5 hours one way, lots of waiting in line. Going south, 21 questions at the border, 21 questions and lifting of a few $20's by the Mexican National Guard. Then the Sonoyta cops haven't gotten greased in a while so maybe another FIN ($5) or so... now you're on your way! Rocky Point, 1 hour wait at the sanitary check for your temperature that you haven't had in 57 weeks.... Now the vacation starts! 36 hours later you're going North and the Americans are asking the same shit 3 more times!!!! YIPPPPPPPPPPPPPPPPPPPPPPPEYYYYYYYYYYYYYYYYYYYYYYYYYYYY! Cant wait!

Actually, the Sonoyta cops have behaved quite well after the first week of lockdown, where they seemed to have been asking for money which we didn't give them. We haven't been stopped, and since we keep our speed at 24mph or less, haven't been pulled over for speeding.

This would not affect tourists who do not have proof of residency. The date off June 16 still applies to non residents assuming phase 3 happens on schedule.

However we have not been informed as to when beaches and pools reopen as of today.

Cases are surging in De EF-AY... hopefully it doesn't push back the reopening. WE HAVE MONEY TO BURN! I'm talking, the whole right side of my pant leg is on fire.

Dr. Castro emphasized such steps are meant to help reunite families that are Peñasco residents, who for one reason or another were not all in Puerto Peñasco when the roadblock measures went into effect in early April. He did not specify an exact date as to when this could happen.

The possibility for Puerto Peñasco residents to gain access to town will depend on the use of thermal cameras being set up at the roadblock area north of the city, ability to provide proof of address (CFE / TelMex or other utility bills, INE (voter ID card), confirmation that people are coming to stay in their homes (or rather, not for vacation in the case of foreign individuals who may have a residence here), and following all city health guidelines still in place (use of masks, curfew, only essential outings, etc.). In addition, steps will be in place regarding additional rapid-testing on site for individuals that may present higher temperatures as detected by the thermal cameras. The proposed date for visitors to town is still tentatively for when the city enters Phase III (anticipated for June 16th if the first two phases go well).

As of Wednesday, May 27th, the three thermal cameras (2 portable and 1 stationary) were not yet in operation. Dr. Castro stressed this announcement is based on wanting to provide a way for families – many of whom have been separated for over two months – to have a way to be reunited. This will apply to both returning Mexican and foreign nationals who are full-time city residents, and will be staying at home. Any healthy resident able to return if/when this proposed strategy goes into effect is urged to quarantine themselves at home for a minimum period of 12 days. It is important to remember, in Mexico’s “New Normal” the Federal Alert system (stoplight) , which goes into effect on June 1st, will determine how different states in Mexico can gradually reopen. As of May 25th, Sonora – and therefore Puerto Peñasco – was designated in “yellow” yet with a rising number of cases (red triangle); these designations will continue to be evaluated and announced weekly by the Federal government.
Federal Alert system per region regarding activities during Coronavirus

Red – Only essential activities, expanded solely to construction, mining, and vehicle manufacturing. Maximum care/stay at home for vulnerable individuals (those with chronic illnesses and older individuals)

Orange – In addition to the above, activities not deemed essential but at a reduced level, reopening of public spaces at a reduced level (outdoor), and ongoing attention for vulnerable individuals (those with chronic illnesses and older individuals) in returning to workforce as appropriate

Yellow – In addition to the above, resuming all essential / non-essential businesses, opening of public spaces (outdoor), and opening of indoor public spaces at reduced capacity (museums, churches, movie theaters), ongoing attention to vulnerable populations though they also may return to workforce

Green – That listed above, as well as resuming of educational sector with children and teachers in schools (per school year calendar)

Mayor says thermal cameras are set up and ready to go, residents that were displaced from family will be accepted at sanitary stop, with proof of residency.

Now the big question, I owned in Cholla for years and visit Cholla 6-8 weeks per year.
Will I be allowed to get thru the screening with any of the following CFE bill, property tax statement, home insurance policy,
auto insurance policy? I Don't have a perm res card yet. Thoughts? Thx

Peñasco Residents Allowed to Return!

Please note that we will be updating this on Thursday morning with more specific details.

Rocky Point's Thermal Cameras have arrived and if you are a resident of Puerto Peñasco you are now able to return home!

Upon entering the city, you must first prove your residency and then your temperature will be taken. If your temperature is normal, you will then proceed to the Sanitization Tunnel to have yourself, your vehicle, and your belongings completely sanitized.

EVERYONE IN THE VEHICLE MUST HAVE A NORMAL TEMPERATURE TO BE ALLOWED THROUGH!

IF YOU OR ANYONE RIDING WITH YOU IS SICK OR FEELING UNWELL, DO NOT COME TO ROCKY POINT!

After you have completed these steps, you will then be given recommendations to quarantine at home for 14 days.

The Mayor has emphazised that if protocols and rules are not followed, you will be subjected to fines.

Starting today, May 27th, residents will have 10 days to return home. So, you will need to be in Puerto Peñasco on or by June 5th. This pertains to residents who can prove their residency ONLY...at this time.

Everyone who returns home must abide by the safety protocols and rules in place (ie: wearing a mask in public, keeping a safe distance from others, no congregating, no more than 2 people per vehicle, etc.).

Our Mayor has said that if new cases start to develop, and/or citizens do not follow the sanitary protocols/rules, the phases to reopen will be cancelled and everyone will have to stay home.

He also emphasized that he will be intolerant to anyone that exposes the health of the citizens of Puerto Peñasco! A mask is required in public, so if you want to go out - you MUST wear a mask. If not, you will need to stay home.

Once again the beach is still CLOSED at this time!
