Not if you're just going to Rocky Point. If you're going must beyond Maya Palace I'd advise you to get a visa. Consequences of not doing so probably won't be serious, but that's just following the rules.

I thought the visa requirement was based on distance of travel into Mexico. First 100 kilometers (62 miles) doesn't require a visa, and Rocky Point is a borderline case that Mexico allows.

No, distance has to do with the vehicle temporary permits which are enforced when driving approximately 20 kilometers into Mexico or, in Sonora, after the hassle-free zone ends. In addition, enter Mexico with valid proof of automobile registration, even if remaining in the border zone. Entering Mexico with an expired U.S. vehicle registration may lead to the confiscation of the auto by Mexican authorities.

"Officially", U.S. citizens must present a valid U.S. passport book or card, in addition to an entry permit (Forma Migratoria Multiple or FMM) issued by Instituto Nacional de Migración (INM). Again, not usually enforced at Sonoyta crossing.
 
We are staying 7 nights. But we'll take our chances. I've gone down there a lot for business in the last couple years and we have always gotten the visas but no one has ever asked. I just didn't want to get in trouble in Mexico for something stupid like a visa.

You'll be OK. Before I got my permanent resident visa a few years ago, I hadn't obtained a FMM since the late eighties, early nineties.
 
We come down for 3 weeks at a time. We've never been asked for a visa. But nobody has stopped and asked us for one,
