I seen the same thing on a drive way I had taken out and repoured. The rebar was rusted to the point of falling apart. It was installed 1/2 way into the pour too. The problem I think is they use # 3 rebar vs # 4 used here in the US.

That road has been a mess for a long time. They fill the pot holes from a wheel barrow and pack it with a shovel. The big trucks then tear it up again. I heard it's a fight between federal and state who is responsible for fixing it.
