The work of the Home Port is being held without progress.
Puerto Penasco, Sonora.- The Ministry of Communications and Transport (SCT) and the Ministry of Public Administration revoked the contract for the work of the Home Port to the company Manzanillo, SA de CV, after they found that the agreement belongs to Infrastructure and Industrial Projects Diamante consortium.
This decision came after the SCT and the Ministry of Public Service stated that the consortium Infrastructure and Industrial Projects was Diamond who won the public bidding held in December 2014 by the Commission of Tourism Development (Cofetur), under the direction Javier Tapia Camou, for the construction of the first phase of the breakwater and unfair contract stating the company Manzanillo, SA de CV.
In addition, federal authorities ordered the Cofetur that deliver to the Federal Treasury the amount of 50 million, which served as an advance for the first part of the construction of the work.
It is noteworthy that currently the work of the Home Port is stopped due to various technical reasons, mainly because the selected materials were not suitable for construction.

The announcement that the Secretariat of Communications and Transportation revoked the contract for the construction of the Home Port of Puerto Penasco, the company "Constructora Manzanillo, SA de CV", has produced a scandal in political and business circles of Sonora.
The Home Port is a construction that began in January 2013 in the area of Sandy Beach. It consists of a breakwater, a platform for building a cruise ship pier, an avenue of access and a pedestrian boardwalk with reclaimed beach, which would have a total cost of 1,200 million pesos.
As the work would boost the arrival of cruise ships purpose, which would foster economic development and employment in the region.
At present, the work is stopped due to faulty materials and other selected technical reasons.
According to the decision of the SCT, the contract was withdrawn because it belongs to the company Infrastructure and Projects Industrial Diamond, who won the public bid made in December 2014 to build the first phase of the work, which is the construction of the breakwater, which would cost about 209 million pesos.
Jucio vs Tapia Camou stands
The director of Infrastructure and Industrial Projects Diamond, William Garduza Urgell, filed a lawsuit against the Industrial Port Authority, chaired at the time, Javier Tapia Camou, and announced that the then official pressured him to hire a designated suppliers for him, which inflated the prices of their inputs up to about 30 percent, which was rejected by Garduza.
At the same time, Tapia, as head of the Port Authority authority, hired the company Constructora Manzanillo to initiate the work for which he gave 50 million pesos.
The struggle for the work might have swell as the company Infrastructure and Industrial Diamond Project, which is based in Coatzacoalcos, Veracruz, has no experience in marine construction.
According to its website, it was founded only in 2008 and has a staff of 25 employees.
Instead, Constructora Manzanillo, is a company with 32 years of experience in large-scale marine constructions.
On its website, the company reported that "specializes in maritime and Foundations, always complying with the strictest quality standards providing engineering solutions for the satisfaction of our customers."
He adds that "it has built exemplary projects in many places in Mexico and has formed strategic alliances with international companies for major projects". (1)
Instead, the company is engaged in Veracruz real estate constructions, as reported on the Internet.
According to that information, the company "Infrastructure and Industrial Projects Diamante, SA de CV is a company within the industry Nonresidential building contractors in Coatzacoalcos, Veracruz. The organization is located in Juan Alvarez Dept. 304 Mz 140 A privately held company was founded in 2008 ". (2)
The director of the Veracruz company, Williams Garduza, like Javier Tapia, a member of the PAN of Agua Dulce, Veracruz, located south of the state, on the border with Tabasco, so that in addition to economic interses, could have Case in political struggles within the PAN. (3)
It reminds one of how the Mexican passenger trains ended....a crooked politician was not getting big enough bribes and found German bus builders paid far better...the trains then disappeared.
Oh oh...there's a tape.....

Audio ... ready ... power vacuum settings Faustino ...
A pair of audio that came to public light this week reveal rather deepen, corruption of this government of Guillermo Padres, now if you already mired in disrepute in the eyes and counting the total population and sectors.
The first audio that account for extortion attempts Commissioner for Tourism, Javier Tapia Camou and subordinates, executives from a construction company that won the tender spring what will be the Home Port in Position Point.
The bottom of blackmail is asking company executive cede rights to a pair of construction of Manzanillo linked to Tapia and Dagnino, obviously they refused, and in response Javier Tapia and the government closed them the key, gave them little in advance .
Tourism officials this week went to the office of the construction in order to terminate the contract, but came Revire the company lawyer, received them with shelter, and with this they are Tapia and fell to the Newson, were It was the work ... and the Moche, which hovered at 60 million.
And even more, and Javier Tapia was criminally sued for extortion, which will face the case, have money, but will need to bring a case and what it entails Did this need? No, but as the saying goes, "greed broke the sack" and now burned and the image of honest businessman ... tatters.
"The award of the contract is unfair to the company" Constructora Manzanillo ", since the work was already awarded, coupled with the fact that it was in after the working day of February 2015 date, the day when the Commission Tourism Development in Sonora, he was required to file year end to the Secretariat of Communications and Transportation (SCT) and the Secretariat of Public Function (SFP), "the operative issued by the federal agency.
As an immediate action mandated by the federal authority, indicated that the Port Authority, in coordination with the Cofetur should perform immediate repayment to the Treasury of the Federation, resources in the amount of 50 million pesos, plus financial income generated, resources that had been considered as an advance for the construction of the project.
This from a few months ago adds some info to this confusing story "

It is again trying to attribute outrages and abuses of PAN ruling party to "request Gov.-elect Claudia Pavlovich "as he tried a few weeks ago Commissioner sport Vicente Sagrestano when he fired a hundred coaches or high performance when officials middling beneficiaries of the incoming administration are said and trampled rights of bureaucrats.
But this trend was extrapolated case and claims of a corrupt ruling caste, which already output insists slapping all the way resorting to vulgar extortion and blackmail, as described by publicly denouncing the company director, Infrastructure and Diamond Industrial Projects, SA de CV, William Garduza Urgell, against the Sonora tourism commissioner, Javier Tapia Camou . Directed to Claudia, the manager said in a short letter detailing the adventures since December last year when the company he represents He won the tender for the construction of the Home Port of Puerto Penasco, which convened by the Port Authority of Sonora, headed by hotelier provides a contract for just over 215 million pesos.
Claudia Pavlovich
The assignment of the execution of the work was December and all seemed well with the delivery of about 19 million, of 64.5 million pesos in advance stated in the contract award and that was it, because mid- January this year, Tapia Camou spoke to recommend reliable suppliers and indeed, they were very confident of the corrupt, because their contributions were for a price of 30 and up to 40 percent compared to market prices and therefore were rejected. The reaction of the hotelier got public officials, was to retain the rest of the delivery of the advance, as well as mechanical soil, access permissions and dumping, exclusive arrangements of the Port Authority, without which the work can not be performed legally and also receive "incisive" pressure to cede the contract to Constructora Manzanillo SA de CV To complete the picture and how they did not give, without further excuses, they notified the rescission of the contract, so they turned to the Ministry of Public Administration, in the context of a conciliation process, reschedule the start of work for the month of May.
Vicente Sagrestano
To no longer the story of another story of corruption in this ball of thieves led by Governor Guillermo Padres, in his letter to Claudia, the company representative tells you that following the outcome of the election on June 7, Tapia Camou reinforced its pressure to cede the contract to Constructora Manzanillo, but now with the argument that these are the wishes of the elected governor and also to people close to him and has moored at the next administration. For to this manager whose company is based in the state of Veracruz maybe it is a novelty to be indexed by the Moche 30 percent as a condition to perform a work in Sonora, but by no means is to Sonora entrepreneurs, suppliers and service providers, who throughout this administration has financed the current financial bonanza parents and his gang because they have no other option than to be part of that chain of corruption. The curious thing is that this Garduza Urgell in elections 2006 was deputy PAN candidate to federal deputy by the state of Veracruz, besides being ruler for that party in the town of Freshwater, which and apparently, such a background did not prevent to lift the flaps to the PAN government Sonora.
Some restaurants, bars, and shops - maybe even a water taxi station to take you back and forth to the Malecon sounds so much better than a cruise ship port!!!!!!

Water taxi could be a bit of a bumpy ride
Would make a great site for a fireworks show
Maybe Boomerfest 2017 could find a use for it
Schadenfreude, also known as epicaricacy is pleasure derived from the misfortunes of others. This word is taken from German and literally means "harm-joy". It is the feeling of joy or pleasure when one sees another fail or suffer misfortune. It is also borrowed by some other languages. An English term of similar meaning (but with no noun equivalent) is "to gloat"; which means to feel, or express, great, often malicious, pleasure, or self-satisfaction, at one's own success, or at another's failure. (this has a negative meaning)
Boosterism is the act of "boosting" (or promoting) a town, city, or organization, with the goal of improving public perception of it. Boosting can be as simple as "talking up" the entity at a party or as elaborate as establishing a visitors' bureau. It has been somewhat associated with American small towns. Boosting is also done in political settings, especially in regard to disputed policies or controversial events. (this has a a positive meaning)
I would rather have boosterism than the other ailment.
From Wikipedia:
A New York Times article in 2002 cited a number of scientific studies of schadenfreude, which it defined as, "delighting in others' misfortune". Many such studies are based on social comparison theory, the idea that when people around us have bad luck, we look better to ourselves. Other researchers have found that people with low self-esteem are more likely to feel schadenfreude than are people who have high self-esteem. Low self-esteem and social comparison[edit]
However, people with low self-esteem or people who are experiencing some sort of threat in their life (such as doing poorly in school, or suffering from an illness) tend to favor downward comparisons over upward comparisons. People with low self-esteem and negative affect improve their mood by making downward comparisons. Their mood does not improve as much as it would if they had high self-esteem. Even for people with low self-esteem, these downward social comparisons do improve their negative mood and allow them to feel hope and motivation for their future.
You know that guy that saves a drowning man and gets beat to crap in the process by the person he is saving....that is me and you Russ. The bigger point is my happiness is for the Sea of Cortez if this pollution machine is stopped......also a great thing for American condo owners and anyone that swims in the Sandy Beach area...
Don't want to wade into this personal argument, but... The Home port halting, vaquita sightings and water running down the Colorado to the Gulf have all very welcome news in 2015. Hope there's more coming in 2016.
Don't be surprised if the project is re-started under different circumstances. Unfortunately, this kind of political corruption is too commonplace. This project is something that many at the federal level want completed. Stay tuned...

I say make it like Santa Monica Pier! Dump some more rock out there, stabilize it. Build a few amusement rides, some games, taco stands, churros/cotton candy and such along the midway. Maybe a few penned up dolphins for people to gawk at. Add a boardwalk. Saltwater taffy! It would make money and provide jobs for the locals!
Look, I'm a glass half-full kinda guy here. I *know* this was supposed to be a huge thing, but I'm also realistic in saying that when project money gets "reallocated" (by whatever means) in Mexico, seldom does it reappear and the project bears any fruit. Nautical Ladder, Liberty Cove, a Monte Carlo class casino resort... oh, the developers have been so good at selling the dreams over the years! It's the reality that nothing ever becomes of the dreams that sucks.
Kinda like that giant horrible looking steel skeleton next to the Public Harbor. How many years has that monstrosity sat there rusting away now? It's obvious it's never going to be built; I think it was condemned for not being level. Knock that sucker down and haul it away. Make that whole area into a real public harbor, a place for some of the fish markets on the Malecon to move to, have a couple 1st class marisco restaurants there. A mini mall with two stories and outdoor area to sit and watch traffic come and go from the harbor. Think Inner Harbor Baltimore as an example of what it *could* be like, but obviously not the same scale.
I dunno. I see lots of opportunity everywhere I look in Penasco for improvements that people would use and actually generate revenue and jobs. Maybe mañana. o_O
Of course it was going to pass- the federal government is funding this, and committed to seeing it complete.
It's like doubling down on 16 at a blackjack table. Take the remaining funds and complete the improvements Stuart described. As many of us have been saying for years, no cruise ships will ever come to this thing. Stop the madness while it can still be salvaged! They could even save face by saying something like.... "It can be extended to be a port if and when market conditions improve"
And I hope it will be completed to perfection, with all the bells and whistles. Number one rule is when you start something finish it better than anyone could have hoped for. If the ships come, then so be it. If they don't, then make it into Stuart's Santa Monica Pier, but make it bigger and better. Bring on the Hobie sailboat races, attract the yacht club, make it a really cool place. But whatever happens, don't leave it an unfinished eyesore.

For all that reported federal deputy, this 2016 will be of major works in Sonora where significant investments in the conservation of road infrastructure, the construction of the desalination plant to Guaymas-Empalme, continue the work of the Home Port de Penasco include, investing 300 million pesos (expected to be completed by the end of 2017).

I bet it will be a great to fish from and probably snorkel or scuba.....
All kidding aside, the one thing I can say with what is already there, its a bummer not being able to see the boats going into port and the view of the town from the Cholla side of sandy beach. I don't want to imagine how it will look with anything larger than a shrimp boat parked there.
It's behind schedule for sure but eventually cruise ships will be coming and going from the Home Port that the Mexican Federal Gov. & State of Sonora have invested heavily in. To the Naysayers, it's going to happen!!!!! It's just going to take more time.
I'm guessing it will be a similar situation as with the international airport. They will finish it to the point of being usable with hopes of ships and passengers showing up. Eventually there should be activity at both places as they will compliment each other but only time will tell.
Went out exploring Sunday. Went out past the Myaan to a fish camp. On the way back we decided to check out the airport.
Pulled up and guard came out. Private flights and entry only but hoping for some Mexican airline to start bringing people in. Maybe that is what he spoke of.
He was keeping his fingers crossed, said he was going crazy with nothing to do and worrying about his job. Seamed real happy to see us and have someone to talk to Lol.
A general "crooked to the bone" summary from Defrente of the money boosted from RP 2002-2015....like the wind generator reference "Financial loss to the City that could exceed 800 million pesos, was detected by analyzing the process of the handover to the administration from 2012 to 2015, which will lead to complaints to the relevant authorities.

Cruise ship companies are here to make money for themselves not the host city
They only use a port if they can make more money in that port than by being at sea
They encourageGovernments to gamble on constructing port infrastructure for their ships, at no cost to the cruise company, on the promise of 'build it and we will consider using it.'
They encourage cities to construct cruise ports in close proximity to one another so they can play one port off against another for port charge discounts and free services ." also gets all the stocking the ship money
Several ports constructed close to one another on the eastern seaboard of USA have never - yes never – had a cruise ship visit them, yet those cities are still paying off their port construction debt e.g. Houston, Texas
How much income a port generates from cruise visits depends largely on where the port falls within the itinerary e.g Newcastle, Australia receives little/no income if it is the first port of call on the itinerary after the ship leaves Sydney because passengers are reluctant to spend onshore early in their trip.
Hence negotiation for a CST requires deep knowledge of the industry and verifiable research into costs, income, risks and benefits and operational matters e.g Home (base) Port versus Visiting (port of call) Port.
All of the main Cruise Companies use foreign flagged vessels with laws pertaining to those regions only i.e. they do not pay taxes in the countries they visit nor do they adhere to any local labour protection laws.
'Light skinned employees generally earn more than darker-skinned employees'.
Most ships use low grade bunker fuel with up to 300 times the sulphur content emitted in ports outside of the few regulated ones (California)
Greywater can legally be dumped in any port around the world - each passenger creates 300 litres of greywater per day and this discharge can be as harmful as raw sewage to fish species and reefs.
The amount of money spent in a port is a totally distorted by cruise companies e.g. claims of '$1m walking off a cruise ship' every time it pulls into port is totally unsubstantiated by any factual evidence.
Cruise companies collect 50-70% commission from land-based tours/excursions and activities and financially penalise land-based tour companies heavily if they a customer complains and/or requests a refund.
Hence a passenger paying $100 for a tour – only $40 may go to the tour operator and the rest is paid as a 'commission' to the Cruise Company.
Due diligence requires a '360 degree view' of the issues related to hosting cruise ships not just the PR-friendly arguments of a cruise company or the spin of a development consortium using a cruise ship terminal (cst) as their means to acquire public parks and waterways for private/commercial casino, hotel, apartment, marina, highrise constructions.

And when we lived on a Caribbean Island the people who provided the ship-sponsored tours made very little money. Most of the payments went to the ship. The 'outings' need to be carefully negotiated with the cruiseline so the people of PP make more of the money.

Given the importance of Puerto Penasco as a tourist destination, the Government of Sonora will do what is necessary to rescue and further construction on the cruise ship Home Port, reported Ruben Dario Araiza Salazar, Deputy Income Secretary of the State Fiscal Office. Araiza Salazar stated per instruction of Governor Claudia Pavlovich Arellano, they are pursuing important steps in Mexico City with respect to the project.
Clearly, he assured, the intent is to correct anything that may have happened in the past that led to delays in federal public investments so that work on the Home Port may resume fully, and as soon as possible. He underscored this is one of their priorities.
He detailed problems to the project arose from the 2013 period, which were not addressed by the former administration. He noted this similarly occurred with many other projects in the state as well.
The Sonoran Deputy Income Secretary remarked state finances and income were in a state of chaos when the new administration came in. However, they have set to the task of rebuilding and correcting items that were not done appropriately in order to move forward the projects that are a priority for Sonora.
Araiza Salazar stated he is fully aware of the current economic situation in Puerto Penasco and how it has been affected due to dependence on the US economy. With this in mind, he hopes via his role in the State Government to support any infrastructure projects Puerto Penasco may have.
This is precisely the case with the Home Port, he emphasized, as it is a project they will continue to promote, just as many others that are fundamental for Sonora.

Without any demarcation of responsibilities to officials who have committed irregularities in the project, the Government of Sonora continues with the construction of the Home Port in Puerto Penasco.
The head of the Commission for Tourism Development, Berumen Antonio Preciado, reported that for the current state administration, the work is very important and should be completed in the new time estimate.
Berumen Preciado said he is working out what best suits the project and the judicial authorities are responsible for resolving administrative violations have been filed.
In fact indicated that the Anti-Corruption Prosecutor already has, since last year, the corresponding record of the Home Port.
The work in Puerto Penasco still detained, especially in relation to the dock by order of a judge while the legal issue between individuals involved, including a contractor awarded and another that he terminated his contract is terminated .

What is the new time estimate? I always said this wasnt going to be finished till 2018 and if there is a first ship, it's not going to arrive until 2020. Then Kanye will be president and the world might end.

Too bad they didn't use all this money to help preserve the marine life that's left in the Sea of Cortez. It sounds like several species are on borrowed time due to illegal fishing and here they're throwing millions at this ridiculous project.
Daniel Butterfield is happy today rolling around in a tub of Brylcreem naked with all his IPX investor money. Big names lend credibility to his bullshit.
Let me know when you find out who gets the dredging contract. It'll be a 24 hour a day operation moving the sand that will fill in the forty foot deep access channel to the jetty every twelve hours. Where are they gonna to pump and dump the sand, up on the beach? Maybe use it to make more giant concrete blocks. Who will get the contract to catch all of the almejas that get sucked up all day long? I'll bet our Fin Whales aren't going to lazing around on the surface out there like they do now. The pangueros are gonna be pissed when those big props start reeling in their longlines and gill nets. It will be a navigational nightmare, probably requiring a tug or two in order to push that big Sea Slug up to it's berth and back out to sea.
So many unforeseen opportunities heading our way soon. I really doubt it. Although never underestimate the ChiComs, now that they own Disney and most of Hollywood anything is possible. The ship could have a Chinese gastronomic theme with an all day long buffet featuring freshly collected tidbits from the sea that the passengers could collect themselves while on snorkle or Scuba. Watch out little Sea Cumber, Brittle Star, Segmented Worm cause soon you mill be on the menu with yer brother Blue Cannonball Jelly, Portugese Man-O War Jelly and fifteen foot long Sea Salps.

They cleaned out the blue jellies at Santo Tomas....good to thin them but they are really important in the food chain
They are the best with toasted potato bread and Skippy P-nut butter.
You know I just had another brain fart about El Homeport. The big Sea Slug really doesn't have to go anywhere, just a mile out for a cheap drunk sunset cruise like the Intrepid used to do. It could just be on an underwater rail, in-and-out whenever they can sell enough tickets. Think of the Queen Mary in Long Beach, it don't go nowhere but makes big bucks. Might even offer some Mexican Belly Dancers as well! Balboas is gonna be pissed.
Think about the blistered hands and feet of those happy cruizers when July August and September roll in. The white gelcoat deck on my boat will burn bare feet in those months. I leave my salt water wash down running full time flooding the deck in order to keep things kinda cool. Just filled up my fresh water wash down tank for this cumming week end fish kill. I'm thinking about rigging a hose and shower head on my T-top to spray me down to keep my brains from boiling with next months Dorado invasion.
I'm picturing the Memos gang pressuring all the off boat tour guides for a cut of every trip to the Pinacates....you don't pay they send you hog tied down the new zip line as the sicarios Fire 50 calls at you from 600 yards out
Picture the overweight, elderly, tired tourists having medical emergencies in or around the less than world class facility....no 911 just a iffy clinic to stabilize the patient till the helicopter gets here...long Beach....the better choice...
Maybe get gang raped then blunt trauma terminated by the EBT card carrying saggy pant butt cracked Jungle Bunnies way before they can tap in 911. That place is Africa USA and has been for many years now.
Anyone ever consider a tourist based cremation service in RP? Reserved only for Los Gringos Viejos? Sounds like cha-ching, cha-ching to me, especially if you can work your way into BC/BS of AZ. Would save them money and save the touristas muertos mucho pesos.

Jerry, it's not $900 it is more when you include taxes and the real price. (Inside "prison" cabin as well). Let's wait too see if the home port happens then we can compare apples to apples. Who knows, you maybe right but now you have nothing to compare it too.

You are right but the stuff adds up down here.In LA you can fly in and hop on the boat at 5pm .Would you really risk that crossing at Pukeville? Figure in the new1500 peso fine for not stopping at a stop sign for 4 seconds, car insurance for a week and assorted taxes and it will be on par...Also all cruise ship cabins are "prison" after a week....
