generally the utilities are in the name of the owner of the property, it is not like in USA that you can change the service any day any time.
I have rented 3 house long term and in everyone it was in the owners name, 2 mexican and one the owner was from USA, specially the USA one had tourist rates for the utilities and they were MORE expensive as well as the rent.
Right now I pay $1500 pesos per month for a 3 bed 1 bath in a very nice size lot in the middle of town, close to everything and about a minute and a half from the beach, I figure if you are not beach front you are a block away so fill the car to go to the beach might as well safe hundreds and be about a mile from the beach, by the way $1500 pesos its about $100 dollars per month and even in the condos you have to carry everything you want from the 13 floor to the beach and back anyways!!!
