2.5 hour wait at about 11:30. Light traffic to the border and the backup was only 1/4 mile from the Buen Viaje sign with two lanes but progress was slow. Lots of California plates possibly due to the El Golfo closure (nice one!). Only 3 lanes open and agents seemed overworked probably due to the large number of hispanics crossing with families so documents were being thoroughly checked and secondary inspections were frequent.
Another 25 minute wait at the roving checkpoint that isn't roving anymore. No sense of humor from the cowboy hat wearing BP agent and they were using the dogs there with more secondary checks.
