Did I just past a new police scam?

Driving down Tuesday eve to Rocky Point after it was dark out. There is a long stretch of hyway where the speed limit is 90 km, then there on the right a police car who had just stopped a car, I guess for speeding. This is an area north of town where I never saw police, before. It's that long lonely stretch and was doing 90 km as was the last posted speed limit sign.
Then I saw a makeshift post with a 60 km speed limit sign on it. With the police car very close behind me, I slowed to 60 km. Out in nowhere, I was doing 60 km, boy it was just like crawling.
Now, maybe a thousand feet away from that 60 km speed limit sign, was another makeshift post with a speed limit sign on it that was also 60 km.
So, doing 90km, then a sign for 60 km, and maybe a thousand feet was another speed limit sign for 60 km on it. In less than a minute was a speed limit sign that said 90km, which I guess is the normal speed limit.....
So, slowing to a craw of 60 km, because of a sign, then shortly another 60 sign, then back up to 90 km, in a very short time and a police car there giving a ticket, So I guess, could this be one of a new scams, of the Sonota cops? Doing 60 KM was just like crawling, and nothing around to warrant slowing to 60......
 
Do you know what kilometer post you were at? Was it like 5-10? That would still be fairly close to Sonoyta. I can't imagine the Sonoyta cops venturing too far away from town because technically they would have to drive all the way back to the police station with each 'offender' to pay the fine.

Could you tell which police dept from the cars themselves, Municipal, Estatal, Federales?

There is a stretch on the way into town, about half way down the long straight stretch where it does drop down to 60 Km.
It's been there as long as I can remember and to be honest I've never slowed down there nor have I seen any police in that stretch.
I believe it is near the area that Casa Esperanze por los Ninos is located.

The last time I was down this past summer, I was right in town half way to boarder. I stop at a stop sign and let people use the cross walk started rolling cop was on side of road took off pulled me over.
I asked why and he said I didn't stop at sign. I told him I stopped and even had couple people use cross walk. Then he said I stopped you for something else I forgot what he called it made no sense what he was talking about. Long story short I asked how much the fine was he gives me the come to the station price which was around $5 I asked If I could pay here and it went to $20 and right in his pocket. It was local city cops Black and white car with sewn on badge on his shirt, thats the pocket where my $20 went.

Its the first time I got pulled over in Mexico and probably not the last, I should of asked for an escort to the boarder for that price. Don't drive a new truck to Mexico its like putting a free $ on your back.
