Is it true?

It's been our understanding for many years all beaches in Mexico are open to the public, although the developers on Sandy Beach aren't inclined to make it easy to get to them!

Nothing new.

Just try to take it up with the guards at Santo Tomas, Playa San Jorge, Mayan Palace, Playa Encanto, Los Conchas, Laguna Shores and so on.

Just the same with all of California.

The Ass former mayor removed the guard house cause he wanted to finish some condos in section 9 and he finished them against Hoa policy and sold them.
The Guard shack is there just off to the side.
Along with cameras reading the plates of every one going and coming,
Pretty sure interpool is keeping track of everything.

Interpool is back? Darn, don't you hate when they are watching who goes into pools, and what they are wearing?

Yep, Santo Tomas tightened access up quite a bit and blocked the back road up from the dry playa. The ramp up will soon be just a walking path with vehicle access point to the north a bit and more controled.

Fish camp road to the south is a better up and down for explorers anyways.
