Finally found the official list of food items allowed to bring to Mexico, you can find them at http://www.senasica.gob.mx/?id=622 but you will need to translate and please do not use a computer translator as it will not translate properly this official list.

this list has three section, I will only translate the one that pertain to us tourist:

Animals, vegetables and products allowed to tourists:

As you arrive to Mexico via airplane, cruise ship or car you can bring items in volume or for your own personal consumption as long as the risk of introducing pests or decease is avoided and of course checked by Custom Agents of SAGARPA.

- Tobacco, foods that are dried, cooked, canned or bottled (as long as they do not come from one of the quarantined countries by Mexico or are home made)

- Fruits and vegetables canned or cooked and dried fruits as nuts (almonds, walnuts, etc.)

- Pork meat cooked or raw as long as they are in its original sealed package and with the USDA label/seal.

- Poultry, fresh, cooked or processed as long as it is seled and with the USDA seal (with the exception of any poultry coming from Polk County Missouri)

- Powder milk, dairy products or cheeses from Canada or USA in their original package and sealed.

So those items are permitted and since beef is not on the list we assume it is NOT permitted, along with everything else not listed, right? Note that FRESH fruits and veggies are NOT on the list. I wonder about fish, scallops, clams, shrimp, not listed as permitted so not permitted?

seems as though someone complained about their milk being taken, or eggs, but i guess if you put hard-boiled eggs in a Tupperware container, that's not considered in the original packing. same thing goes for cheese in a zip-lock bag. and if the gallon of milk was already opened...

OH, and this: "...as long as they do not come from one of the quarantined countries by Mexico or are home made." That explains a few situations others have complained about.

the way it reads it seams that basically as long as it is canned or sealed in original package it will be OK and no beef at all!!
then again why even sweat it you can find anything you need and more in RP and those special "I can not live without" just make sure they are in the original package and no broken seals!!
