Mexico will probably do something about visitors if they are asking this much of permanent residents Restrictions at the border seem appropriate given the new 30 day restriction of residents.

The Mexican government urges not to leave home for a month to face the coronavirus. The Undersecretary of Prevention and Health Promotion, Hugo López-Gatell Ramírez, accompanied by the Secretary of Health, Jorge Carlos Alcocer, and the head of Foreign Relations, Marcelo Ebrard, announced that the measures applied by the government have been correct and applied to time versus coronavirus.
However, he called on Mexican society to reflect on the actual compliance with this measure, which he said is a responsibility of all, which must be fulfilled without fail. Thus, energetically he called on the population to stay at home for a month.

He said that the entire population must take care of themselves to face the epidemic, so he recommended limiting the exits from home as much as possible to reduce the speed of transmission of the virus. To date, Mexico has 848 confirmed coronavirus cases and 16 deaths.
“This is our last chance,” said the Undersecretary for Prevention and Health Promotion, Hugo López-Gatell Ramírez, who repeated the phrase “Stay at home” three times, calling on the population not to go outside anymore.
The official indicated that Mexico is already following the trend of confirmed cases that other countries such as France, Italy, Germany and the United States have, but said, our country is already increasing cases rapidly.
López-Gatell indicated that the measures that Mexico has taken are based on the technical and scientific recommendations that the World Health Organization recommends countries to face the coronavirus pandemic.
