New Electric Rates

I thought after all those protests and demonstrations the electric rates were changing and being lowered to a new rate category. That are and were 1E - I thought the government agreed to change it to 1F. Anybody know anything about when this will take effect? Just got my bill and I used a lot less electricity, but it was more expensive than last year.
