I agree with you on the warning side. On the other hand, my take on the cops in Mexico is they are money hungry and will rarely cut a gringo a warning.
Any chance you weren't paying attention and didn't come to a full stop? People get lost in thought and conversation sometimes. I know in the states many, many people profess their innocence on minor traffic infractions but in reality they did it.

Thank stretch between km 20 and 30 has been bad for a few years. They try to repair it at times, but it seems to consistently be a bad stretch of road.
In my experience some agents are nice and personable but others have a huge chip on their shoulder. Some glare at you and immediately begin interrogating you. I usually decline to answer some of their personal questions and this seems to enrage them even more.

They are. However, the legit border crossers have to pay the inconvenience fee because many of the agents are in the field catching the illegal crossers at locations other than ports of entry. Once again, the honest folks get screwed.
As an older and wiser person, I really can't see any reason to be driving those speeds between Rocky Point and the border. The danger increases exponentially as your speed increases and you are only saving yourself a few minutes at best. I have seen lots of wildlife on and near the road and...
