No idea why they are setting them.
 
If? there are large ships (1200-2000 people) operating from the Cruise Port, I could see some smaller operators operating from there.

But if it turns out that the people who sold the concept of a home port in RP under estimated the desire for cruising from RP and this
turns out to be un-profitable for all involved, then nothing will operate from there. The cost of keeping it open would be expensive.

Maybe as some have wished, a few bar's, restaurant's, taco stand's and fishing supply/bait shops on the jetty would be a better idea. ;)

Basically agree, but I think the Homeport will probably be the same situation as the airport. Minimal usage and a bored skeleton crew waiting and hoping for some action.
