It's very very unlikely that they are RUDEE. These guy's hijacked a SUV from tourist's, a whole different kind of crime.

Yes it is mentioned that this was the gang and they will be put as a show case against attempts at tourist.
Also on a side note I read a while back about 80% of the police force in RP was fired and replaced.
The old ways of corruption and mordida's would not be accepted as a way to police RP.
